JERC J&K, Ladakh Recruitment 2022: Salary: 60,000, Check Vacancy And Other Details

The Joint Electricity Regulatory Commission for Union Territories of J&K and Ladakh (JERC-JKL) intends to engage INDIVIDUAL CONSULTANT for assisting the Commission in discharging its functions under Electricity Act 2003 and Regulations made there under.

The engagement will be on short-term contract basis from amongst persons having experience and working knowledge of dealing with Generation, Transmission and distribution of electricity.

Those candidates having prior experience of working in Electricity Regulatory Commissions shall be given preference.

The consultant will be engaged initially for a period of two years and subject to the satisfactory performance of consultant, extension may be given for one year subject to the condition that the maximum period of continuous appointment of consultant in no case shall exceed four years.

Candidates within age limits of 62 years as on 1st May, 2022 shall be eligible to apply.

The Consolidated monthly remuneration shall be Rs. 60,000/- depending on Qualification, Experience and the overall usefulness of the Candidate for the Commission.

Appointment of consultant shall be purely on contract basis and such appointment shall not confer any right whatsoever to claim for regular appointment or continued contractual appointment in JERC. The candidate must have at least 5 years working experience in Regulatory /power sectors/ changes in power sector in India/ various Legislations/ Regulations/ Govt. policies/ Tariff Policies/ National Electricity Policy and directions of Hon’ble APTEL and Hon’ble Supreme Court relating to power sector.

The Commission reserves the right to terminate the contract at any stage. Scope of work and other detailed terms and conditions are contained in Annexure I. Eligible and willing candidates may submit their applications in the prescribed Proforma attached at Annexure-II along with the supporting documents through registered post at the following address:

Term of Reference (ToR) for engagement of Consultant for assistance to the Commission

1. Scope of Work:

a. The consultant shall assist the commission in discharging its functions under the Electricity Act, 2003.

b. The Consultant shall advise the Commission on all technical/Regulatory Matters for efficient discharge of its functions under the Electricity Act,2003

c. The consultant shall assist the commission in preparing reply to MOP/CERC/FOR/FOIR/APTEL etc. of various communications received from them

d. The Consultant shall prepare annual report for Commission.

e. The Consultant shall assist the Commission in preparation/updating/modification of Regulations.

f. The consultant shall study and examine all aspects regarding the ARR and retail supply tariff determined for Distribution licensees on annual basis vis-à-vis the multiyear period.

The experience of other State Regulatory Commissions in determination of ARR and retail supply tariff on annual basis/ multiyear period shall be obtained and same shall be placed before the Commission for consideration

 g. For fixing the norms, the consultant shall analyze the financial and operational data obtained from the distribution licensees/generating companies/ transmission Company, as the case may be. Review of the existing operational norms/performance parameters on the basis of aforesaid analysis and formulation of revised/new financial and operational norms, wherever necessary

h. Any other matter referred to by the Commission with regard to distribution/transmission Generation utilities i. Any other matter referred to by the Commission with regard to hydro/ renewable generation utilities

j. Review of provisions under existing Regulations and identify the areas where amendments are required in light of constraints if any noticed, in implementation of Regulations.

Revisit the formats specified in order to avoid multiplicity of information & monitoring of regulatory information tools.
